What We Do

The Affected Persons Program (APP) Initiative is an effort to create a permanent, independent office in Seattle to provide direct resources to victims of police violence and their families. Our pursuit of an initiative comes on the heels of two pieces of successfully passed and funded city budget legislation for an APP that were ultimately obstructed twice by Seattle Mayor Bruce Harrell’s office.

Our goal is to put an initiative on the ballot for the 2026 general election, centering the lived experiences of communities most affected by police violence to determine the content of the initiative and ultimately the creation of a Seattle Affected Persons Program; from survivors of police violence, families who've lost loved ones, people financially impacted due to police interactions, and historically marginalized and over-policed communities.

We plan to gather input by way of a year of community events, including conversations to develop the initiative, community healing spaces, mutual aid events, and teach-ins.

Our Story

Castill Hightower is the lead organizer for the APP Initiative. "My brother, Herbert Hightower Jr., was shot and killed by Seattle police in 2004 while experiencing a mental health crisis. When Herbert was killed, our family struggled to access resources for his burial and funeral, causing further harm at one of the most traumatic times of our lives. Like so many other families, our trauma compounds year after year due to the lack of support in dealing with the aftermath of losing a loved one to police violence. This experience sparked my fight to establish the Affected Persons Program, bringing resources to victims of police violence and their families when they're most needed, so that no other family has to endure what ours and so many like ours have."
